Make sure Drivers and Direct X are up to date, make sure your card isn't about to go nuclear too, overheating cards tend to produce odd graphical hitches and artefacts like that.
Are you still playing off of the non-Steam copy or are you playing on the Steam copy?
If it's still happening with the Steam copy, then you need to try updating your video drivers. If it still continues to have this issue, then you should consider looking into a new video card.
nope i bought the real one im running on steam, im pretty sure all drivers are updated

Then the only thing I can think of is that your video card might be outdated and needs to be replaced. Unless you installed some sort of texture mod, that shouldn't be happening.

If it still continues to have this issue, then you should consider looking into a new video card.
Don't be ridiculous. Buying new hardware isn't a solution.
More importantly, this is a shader problem, not a texture problem.
