Modding CS:S?

Okay, so I was thinking about tinkering around with CS:S and try to make a simple Jail Mod for it, it might require modding Hl2 Like I've seen a lot, instead of doing a simple add=on or w/e. But what I'm wondering is where I start. Not as in, what do I need to learn, but rather what do I need to get?

    You have to use the Hl2 source since they don't give out the CSS source.

    SDK. But I would suggest just getting a plugin created rather than make a whole new game dedicated to that gamemode. People won't really download it normally unless its something special.
