A program to make maps? Open steam, go in the tools tab, and download Source SDK. Once you have done that I suggest you look up some mapping tutorials in the Tutorial section here.

If you want to map for Source Games, you can use Source SDK from your Steam Tools.

If you want to map for cs 1.6 etc, read This. He explains tools you can use to create and compile maps.
