Since this mod is not for CS:S, but for your windows desktop, I consider this mod to be ported content. The included sounds are unchanged CS:S radio sounds, so this submission was trashed due to violating the copyright of Valve Corporation. Valve's name appears on the porting whitelist, however when you read the details, you'll be directed to the Porting & Valve Content-article as well, which clearly states what Valve Corporation is and isn't OK with.
