To install:

Put the .vtf file in your console folder. Follow this path- C:\Program Files\Steam\steamapps\username\counter strike source\cstrike\materials\console. If the folders don't exist, create them.

This includes only the background image. I have not included anything to remove your CSS logo as shown in the screenshot.
